List of goods prohibited for shipment
Dear customers, please pay attention to this information.
The European Union imposes sanctions on the export of goods from EU countries to Russia. Since sanctions can change, it is always worth checking the relevance of information about what can or cannot be sent.
It is recommended to independently verify whether your product is on the sanctions lists.
Information on sanctions related to luxury items can be found at the link starting from page 31, where the HS codes and product descriptions are presented. The headings indicate the cost thresholds for this category: if the threshold is not specified, the maximum cost of one product should not exceed 300 euros. If the code is not in the list, the export is allowed regardless of the cost.
A complete ban on the export or import of certain goods can be found here. Document number L 111/1 dated April 8, 2022 lists both goods with an import ban and those that cannot be exported.
Additional information on prohibitions and decoding of HS codes is contained in decision number L 259 I dated October 6, 2022.
Briefly about luxury goods: export is prohibited for clothes, shoes and bags worth over 300 euros; for equipment (phones, headphones, computers, etc.) — over 750 euros; for musical instruments — over 1,500 euros.
Briefly about the complete ban: processors, echo sounders, quadrocopters, as well as used clothes and shoes cannot be exported to Russia.

The tenth package of sanctions was published under the number L 059I dated February 25, 2023.
The eleventh package entered into force on June 23, 2023; it is recommended to check your goods against this list before shipping to Russia.
On February 24, 2024, the next package of sanctions was issued.
On June 24, 2024, new EU restrictions added a ban on sending a number of goods to Russia, including all phones (including smartphones), CDs and DVDs, vinyl records, bicycle headlights, sound amplifiers, microphones, speakers, headphones, various wires and light bulbs.
Prohibited for import into the territory of the Russian Federation:
1. Printed and audiovisual materials that contain calls for extremism and terrorism or justify terrorism; pornographic materials; works created or distributed in violation of the legislation of the countries of the Customs Union of the Eurasian Economic Community on elections and referendums; materials promoting Nazi symbols or symbols similar to it; as well as information that may cause harm harm to the political or economic interests of Russia, its security, health and morals of citizens.
2. All types of weapons (including their parts), ammunition for them (including their parts), as well as products structurally similar to civilian and service weapons.
3. Hazardous waste.
4. Special technical means designed to secretly obtain information.
5. Toxic substances that are not related to precursors of drugs and psychotropic substances.
6. Narcotic drugs, psychotropic substances and their precursors, including dosage forms.
7. Human organs and tissues, blood and its components.
8. Plants in all shapes and conditions, plant seeds.
9. Live animals.
10. Substances that destroy the ozone layer.
11. Plant protection products subject to Annexes A and B of the Stockholm Convention on Persistent Organic Pollutants of May 22, 2001.
12. Tools for the extraction (catch) of aquatic biological resources, including:
• ready-made fishing nets made of synthetic nylon or other polyamide monofilaments with a diameter of less than 0.5 mm and a cell size of less than 100 mm (the size of the structural pitch of the cell is less than 50 mm);
• ready-made fishing nets made of other synthetic monofilaments with similar characteristics;
• electric fishing devices consisting of electric signal generators with connected conductors and a battery (battery) designed to catch aquatic biological resources using electric current.
13. Alcoholic beverages, ethyl alcohol, beer.
14. All types of tobacco products and smoking mixtures.
15. Radioactive materials.
16. Cultural values.
17. Goods subject to rapid deterioration.
18. Precious stones in all shapes and conditions, natural diamonds, with the exception of jewelry.
